Change report status from "processing" to "open"

For a reason i don't understand some reports are labelled Processing and cannot be edited. How do i revert to Open status?
Appreciate any thoughts

@gosailing48, Processing reports can't be edited because they have been submitted. The report can either be rejected or retracted, then edited again.
