Can admin create an expense on behalf of an employee? for example, a terminated employee?

You can prepare and submit expenses on someone else's behalf if that person has added you as a Full Access Copilot to their account. Otherwise, only the individual can add expenses and take actions on reports awaiting their action. Learn more about how to set up Copilot access here!
