Invite Employees via API

Hi,
Just wondering if it's possible to invite new employees via the API?
We noticed the Employee Updater method in the API, but wasn't sure if the user needs an existing Expensify account for it to work, or whether an email invite will be sent out.

Also, does the employeeData.csv that gets uploaded to the API need to have every single employee already on the platform, or can it include just a single new employee?

This API allows you to configure or provision accounts for new hires, as well as update existing employee data. I hope this helps!
