Can I create a team and it will be as free user? it is enough for me, I don't need the policies etc.

There's currently no way to group free users together, in a way that they could submit reports to one another without a Policy - which, somebody would own and be responsible for the payment of.
It's possible you could simply each use your own Individual Policies and configure those to Submit & Close in the next users Expensify, but they won't be able to edit or reject those expenses, nor will you receive updates on comments or be able to be reimbursed directly within Expensify for that spend or be able to export all reports to your accounting integration.
