Submitted --> Closed

For some reason when I submit my reports it auto goes to closed. The report sat in the closed stage for 1-2 weeks and I never received a reimbursement. I then re-opened the report, cc'd the only other person on our finance team for approval and pressed submit. Upon their review, they also noticed it was in the closed stage and there was no action they can take. Any idea how to remedy this? Basically, if I cannot click submit without it going to the closed stage how can I get a report approved and reimbursed.
