Wanted to know is there a way to create a custom report that will already have a few lines of fixed fields like flight and per diem and the employee will just need to add the details in.

We don't quite have that feature yet, but you can utilize Scheduled Submit to automate the report creation process.
If an employee has recurring expenses, there is currently a Copy function that can be used on the Reports page. We do have an Ideas post gaining some serious support that suggests allowing a copy function right from the Expenses page instead (or a rule for recurring expense creation). Be sure to visit page 1 of that post to enter your vote if you like the idea!
