Is it possible for Me, as An admin, to edit expenses (date and amount) on a report that has already been approved And exported, then sync to QuickBooks Online again?

Neither the date nor amount can be edited on an approved report. These fields can be edited only while the report is Open or Processing.
When exporting an updated report to QuickBooks (or another accounting package) you will need to delete the original export from QuickBooks first. This integration doesn't overwrite previously exported data so exporting a second time will create a duplicate if you don't delete the first export.
