The Credit Card Admin should have the ability to delete DUPLICATES expenses

rather than just "rejecting" them and never them sitting out in limbo. The Policy Admins should have more control to be able to "clean" things up.

I also feel users should have this ability too, sometimes we have users that send it two documents for one expense.
