Will you be able to take cash out with the card? 

If so, are there fees for taking cash out abroad?

Also are there fees to paying with card in a foreign country?

Cash withdrawals are not possible with the Expensify card. As for using the Expensify Card abroad, when you use the Expensify card in a foreign country, the exchange rate is determined by the network, which is Visa. You'd want to check in on Visa's exchange rate for more information on that
