How do you actually buy subscription for 30 users, its just not clear on the website

@Michael_Walstab09 thanks for posting! You can increase and decrease your Annual Subscription amount by logging into your account and heading to Settings -> Policies -> Group -> Subscriptions. From there, enter the number of active users you want to commit to in the Subscription Size box.
