Is it possible to have an approver of an expense report not be a user in expensify?

Hi @tymkids! If the approvals are happening within Expensify, then yes, the approver needs to be a user on the report's policy. You can invite them as an Employee. They don't need to be a Policy Admin - unless they will also be responsible for policy maintenance.
