Two Users with One Credit Card

Can two users share an Amex card account? When I tried adding the card to the second user it gave me some credential issues.
I want to have one Amex card that is used for our online buying and then have each of the two users see the card transactions and select their transaction from the transaction list and add to a report and submit for approval.
Is this possible?

What you could look at doing instead is adding the users as Copilots to each other's account so that they can access the account that has the card importing and edit their transactions.
