I have been given the information need to connect an American Express feed in Expensify but, I have no idea how to accomplish.

That'll sort of depend on what you mean by "feed". When I read that, I typically think of a commercial card feed that has been provided by American Express. If that's what you're referring to, then yes, we will need to apply that to your client's domain.
However, if you're referring to assigning cards to users via Domain Control, you can definitely do that all by yourself!
