Expenses Report timestamp values

Am I understanding correctly that the timestamp values in the API expenses report (approved, reimbursed, created) are all using the UTC (0)? And this applies to all the users in the world?

So different users in different parts of the world should see different times (as this will be dependent on their timezone).
