Deep Dive: A change to account creation for verified Domains

Exciting news! We've removed the limitation that required a Domain Admin provision accounts for users under their verified domain. Instead, any user who is able to validate their email address will be able to create and use an account with Expensify.

Admins will retain control over access to Expensify via SAML, but this removes the need to rely on an individual or group of users to provision accounts.

When a user validates their account and joins the domain, all Domain Admins will be notified. These users will be added to the Default Group.
