Approver suddenly has "Pay" option instead of Approve

Approver has been approving. However, recently, it changed to "Pay" instead of approve. I cannot find anything changed on our end to give him that option. Does anyone know what I need to go back in and change to get this corrected?

It sounds like this is an Invoice rather than an Expense Report. You can confirm this and adjust the status under the Details section of the report, on the top right side of the page.
