My user gets an error message when trying to add a copilot

The error was, "Restricted account setup.." I had to leave his office abruptly, so couldn't get it all. The ironic thing is that it told my user to contact me. LOL. not sure what would block the setup. Anyone else had this issue?

If this is not the case please let me know!
For context and future troubleshooting, the intended copilot did not have an account yet, so we couldn't set the invitee up as a copilot.

hmm I've never seen that error before. The only one I've gotten is saying that the email doesn't exist. That usually happens if they include an extra space before or after the email address. Is it possible that takes care of the issue?
