Coordinate order of images with order

When a person is audited in Canada, they have to send the list of expenses and images of the receipts. The number next to the expense must match the number on the respective image. My sense is that this must be a typical need - order expenses in the same order of the images.

I can't figure out how to do that on expensive. But there must be a way to simply put the images and list of expenses in the same order. Can someone tell me how? Thank you.
