Help! Approving reports: 'Approve and Forward' is not appearing - only 'Final Approve'

Hi, trying to figure this one out. One of our employees is not able to approve and forward reports. The only option that is appearing is 'final approve'. The workflow is set up correctly and other employees are not having this issue. Any ideas?
