If on the same day that a report is final approved for reimbursement and then the reimbursement was canceled, and then reinitiated for reimbursement later?

No, these actions should not cause a double export. In the History, check to see if Concierge exported and any other action for reference. If this continues to happen, email or start a chat with Concierge with the Report ID.
