Is it possible for the Okta/Expensify provisioning sync be automatic?

For context, we do not have Okta creating and provisioning the user into Expensify, our org does the accounts on the Expensify side first, and it needs to match our Okta usernames.

IT usually creates the Okta account first, and each user is assigned the Expensify app. Because Expensify doesn't have the user account created yet, we would just expect there to be a tile in Okta but a user should fail upon accessing it. That doesn't seem to be the case, as there is a total failure to assign the app to the Okta user. Meaning the user won't see the Okta tile at all, and IT needs to re-sync the app for the user in Okta Tasks after the actual Expensify account was created.

I initially contact Okta support, but they suggested I open a case here as well.

Any ideas?
