Dependent tags

I am trying to create a dependent tag CSV. The way I understand it, the first tag would have tags after it that depend on it, so it should be duplicated each row below it for each time it would have a different set of dependent data to be selected. I thought that once uploaded, the dependent tags would be able to be separated into their specific dropdowns (like how they are in the independent tagging) and the items that could not be chosen would be eliminated. What I am getting is each tag group includes every single tag that is uploaded. I just need some specific answer on whether or not what I have envisioned is even a possibility. I'll attach the CSV I'm trying to uploaded for dependent tags.
