When responding to a message - who gets the notification?

When I respond to an expense directly in Expensify, I would receive a confirmation from Expensify. However, when the user corresponds with me on the Expense report, I don't get an email notification.
This is the link that I am referring to, do you know which email would receive the notification? Mind you, this is done via on behalf of a co-pilot. Thanks!
