Okta Self-Service without approval possible?

We get this error trying to set up self-service for the Expensify app in Okta, if we change to no approvals needed. Is this something that's possible?

I don't believe the integration supports this from our side, as I'm assuming we'd need to send a callback to Okta on account creation, and we don't do that.
