Why are Hard Stop Violations occurring at Auto-submission when it has not been enabled?

For the past few months, any expense with a violation is being kicked off the auto-submitted report and creating a new report. We have not enabled this Hard Stop Violations feature in our Domain group. It is a huge headache for me nearly doubling the amount of reports I have to handle.
Why is this occurring? How can I fix it?

Hey @KAMoss !
This is something that cannot be disabled. When Scheduled Submit is being used, it will only automatically submit expenses that do not contain violations. Violations should be resolved in order to be submitted with Scheduled Submit.
