Can reviewer/approver modify receipt attachment

A staff member is having difficulty uploading the proper receipt pdf as the mobile app only allows for adding a photo (receipt is multiple pages).
As the reviewer/approver, can I add or modify the receipt attachment myself after an expense report has been submitted by staff?
