Is it possible to use both Independent and Dependent Tags?

My first Tag is simply a Independent list of Projects that changes regularly. Second Tag is a list of Dependent cost categories that may change on an annual basis. I have 51 cost codes and it would be a nightmare to maintain a list of all 51 cost codes as Dependent of each Project.
My current work around is to use Categories for my Independent items and Tags for my Dependent items.
