How to Reopen CLOSED Status report

It's not my report so I cannot access it, I'm the one who is supposed to approve it.
But anyway my client's reports are all in Closed status and i cannot retrieve it anywhere. He has access to two policies but i can't see them there either.
Apparently there's no Reopen/Undo close button as what I've seen in the troubleshooting information. And it seems like he somehow submitted these reports to himself (?)
Please help 😓
