Is there any way for an Admin to CLOSE any/all open reports on an employees behalf?

when an employee is getting a certain stipend, we will see their expense for approval. note it and then send it back to them for them to close. If they don't close it themselves it shows as still open - is there anyway for the ADMIN to close those reports?
