One of our approvers wants to include a memo for approve and forward, but wants to keep the memo confidential from the employee that submitted the report. Would this be the case?

It's currently possible to include a comment when approving and forwarding using the Report History & Comments section of a report, but it's not possible to make this comment confidential.
