Is there a way to make certain Tags Billable when setting them up

That's a great question! There isn't a way to do this at the Policy level other than defaulting ALL expenses to Billable.
But... users themselves can set up Expense Rules to do this using a merchant name. E.g. if you know that ABC Parking Garage is always on-charged to the customer, you can set up a rule which makes it Billable.
This can be done under Settings > Account > Expense Rules or ad-hoc as expenses are edited - a little check box will come up, and then you can set up the rule after you save the expense!
