Mobile Telephone Necessity

I'm a struggling senior with an old computer, an almost empty bank account, a PayPal account with a zero balance, and insufficient SNAP benefits, but do not use a mobile telephone. Would I be eligible/qualify for this help without a mobile telephone? Thank you.

You don't need a mobile phone to participate. You can submit through the Expensify website. You'd still follow the steps outlined here, except instead of downloading the app (step 2), you'd sign up via www.expensify.com. Instead of SmartScanning the receipt on the app (step 4), you can import the receipt from your computer.
