Setting up Approvers in more than one Policy

Hi,
I've setup two policies in our Expensify Domain, one for US Employees and one for Canada Employees. However, I have Managers who need to approve reports for employees in both regions/policies. For example, our COO is part of the US Policy, but he has direct reports in the Canada Policy. When I try to select him as the "Submits To" person in the Canada policy, he is not listed. So I need him to be part of both Policies.
I somehow did this when I initially setup ExpensAble but I can't figure out how to do it now (our COO is new). Can anyone help?

You'll need to add the approver to your Canadian policy. Once that individual is a member of the policy, you'll see them in the "Submits to" drop down.
