How to bulk update employeeID?

We're looking to start leveraging the Expensify API to automatically manage approval/manager changes based off the information from our IDP. One of the requirements of the API appears to be the field employeeID. Today all users are created from the UI with no employeeID's associated to the users. What is the best way to bulk update the users to include an employeeID?
