What is the easiest way for a user to add a default/rule for a credit card?

Our users have multiple credit cards but would like to have one credit card as a default when entering expenses. Previously, I've been able to add an expense rule using "." as the merchant name (to include all merchants) and then add the credit card as a tag. However, the credit card name is no longer an option under the tag choices.
