Disabling Automatic Submissions

Anyone know how to shut off automatic submissions? After a certain number of days, a report that is in progress gets submitted automatically. Is this a personal setting per staff that needs to be updated or can we disable across the board so staff can submit when ready?

If reports are being submitted early, it typically means that Scheduled Submit is enabled at the personal or policy level.
