Can you make full day and half day rates for locations per diem?

Hey all,
I am incorporating GSA travel rates into our policy. However, I hit a wall where I can't make per diem rates using geographical location also have full day and half day rates. We use the GSA and they only allow 75% of the full day price for the first and last day. We want to incorporate that into our policy, but I'm not sure how to. Sorry if I'm not being clear, any help would be appreicated!

I've included an example of some half-day and full-day rates based on location.
If you need rates of 75% for the first and last day, then you will need to create rates at 75% of the per diem rate and name them accordingly. Does this make sense?
