Chrome extension...as a copilot

At our firm, we have an admin that creates expense reports for multiple employees. That admin has copilot access to her employee's accounts.
As a copilot, how can the admin use chrome extension in order to create receipts from webpage and have them populated directly in a specific employee's account?
Currently, the only workaround I can think of is if the copilot has the specific employee's account's login credentials, and signs out and back in as that employee prior to using chrome extension.

If the copilot has full access to the employee Expensify account, the copilot should be able to manually create an Expense on the web app and drag and drop the receipt image into the expense.
To make sure I follow, will you tell me what chrome extension you are referring to?

I am referring to the Expensify Web Receipts for Google Chrome.
Can a copilot who has full access use this extension to grab receipts off the web for their employees?
Example: Jack is a copilot with full access for Bob. Jack downloads the chrome extension, and logs into their company's Amazon Business Prime account and views all orders Bob has placed. Jack wants to use the Chrome extension to create receipts directly in Bob's "Expenses" hub.
Can this be done without Jack knowing Bob's expensify credentials?
