Co-pilot Submit-Only vs Policy for team members with corporate credit cards??

We want these new team members with assigned credit cards to submit their expenses, but we don't want to give them additional access. Should they be made co-pilots (submit-only)?

A Co-pilot wouldn't be the correct role here: the idea of a Co-pilot is to be able to log into another user's account to complete tasks/submit expenses on their behalf (think an assistant role, or perhaps someone from the Finance Team helping someone else submit something).
Can you clarify what you mean by "we don't want to give them additional access"? Are you referring to access to the Policy settings? If so, you can add an employee to the Policy and they won't be able to access any Policy settings - they'll just be able to submit expenses. Keep in mind that only Policy Admins can make changes to the Policy settings.
I'd also recommend writing into [email protected] so we can check your current set-up and best advise you!

What I meant was that we don't want these team members to see others' expenses. We just want them to submit their expenses, including tags, categories, and receipts so that I, the Admin, can reconcile their credit card statements at the end of the month.
I've tried using the chat box to get advise from the Concierge, but I ended up with articles to read :0(

If I were to add these team members to the policy, would that be group or individual policy?

One team member was added into the group policy before but never had a credit card until now. Should I invite her to the group policy again?

This would be adding team members to a Group Policy. There isn't a way to have one user submit a report on behalf of another without them also being able to see their expenses. Perhaps this would be better as an automated feature? This is available as part of our Scheduled Submit feature. I've included a link below that goes into more detail on that.
