How do I import Multi-level tags from Excel in CSV format that are dependent upon the previous tag?

For example, My first level lists the departments in one column, say they choose "warehouse", the next column would be a list of all of the warehouse expenses and that is all the employees who choose "warehouse" would see. In the spreadsheet, however, I have been putting the first Column as the list of Departments, then the following columns as the different departments with the different expenses to choose from below them. How should I be formatting this to only give the department selected expenses as the list of what the employee will choose from?

I actually have figured it out now, I didn't realize it needed me to duplicate each row for the next dependent tag to be accurately displayed. Thank you for your help!
